HSE University Experts Take Part in Preparing Report ‘Russia—Oman—Partnership Prospects’ at SPIEF 2024
The report, prepared by the Roscongress Foundation and experts of the HSE Institute for Public Administration and Governance, covers the current situation in the economy of the Sultanate of Oman and the prospects for Russian-Omani partnership. Prior to SPIEF 2024, HSE was the first Russian university to sign a cooperation agreement with the University of Nizwa (Oman).
This year the Sultanate of Oman became a guest country of the St. Petersburg International Economic Forum (SPIEF 2024). The status of a guest country implies a series of events within the framework of both business and cultural programmes. The study by the Roscongress Foundation and the HSE IPAG covers the development of Oman and the prospects of the Russian-Omani partnership.
The experts note that the structure of the sultanate's economy is constantly diversifying, and the share of the oil and gas sector is gradually decreasing. At the same time, steady economic growth is taking place. Russian-Omani cooperation features an increase in trade turnover and concentrates mainly on the fuel and energy complex. As for non-hydrocarbon industries, cooperation has been established in the export of pipe products for the oil and gas industry.
They similarly find it promising to discuss opportunities for the participation of Russian companies in the design, construction, and maintenance of infrastructure facilities of the Oman developing railway complex. In addition, establishing academic mobility tools aimed at increasing the number of Omani students in Russian universities, especially in such areas of training as medicine and pharmacy, engineering sciences, state and municipal management, as well as transport and logistics, represents an important area of cooperation.
‘Not only the future of integration projects of friendly countries of the Global East and the Global South, but also the development of the entire global economy, largely depends on how fully and effectively we will be able to realize these prospects while building partnerships,’ highlighted the authors of the report.
HSE was the first Russian university to conclude a cooperation agreement with the University of Nizwa (Oman). The document was signed by HSE University Rector Nikita Anisimov and Nizwa University Chancellor Ahmed Al-Rawahi at the International Partners' Days that were held in St Petersburg on May 23-25.
The delegation of Nizwa University also held talks on joint projects with their colleagues from HSE University. Nizwa University was represented by Prof. Ahmed Sulaiman Al-Harrasi, Vice Chancellor for Graduate Studies, Bader Zahran Al-Suleimani, Director for External Relations, and Dr Waleed Al Rajhi, Dean for Planning and Quality Management. They discussed, in particular, the internships of HSE students specializing in Arab studies at Nizwa University, organising visits by Omani professors to the Institute of Asian and African Studies at HSE University in St Petersburg in order to exchange teaching experience, deliver lectures, and conduct classes, as well as implement joint research and publications.
Nizwa University has modern and fully developed infrastructure for the admission of international students and all necessary conditions for the immersion into a friendly language environment. Nizwa is the second largest city in the country after Muscat, which is considered the cultural capital of Oman.
Administration and experts of 23 universities from 15 countries took part in the International Partners' Days in HSE University in St Petersburg. In addition to Oman, HSE signed partnership agreements with the universities of India and Uzbekistan.
